"will they be able to 100% visit me?" There are no laws to prevent it and there's nothing that the one who passes over has to do that you don't know about....

But conversely there's no certainty that you'd be aware if they did return to try to make you aware of their presence....

I agree with Mac here that you need to be totally open and aware to see it. I also know there is no rule that they have to do this. But I will tell you that I have done this a number of times with the sign that was discussed happening! My best example is when a family friend of my hubby was dying of cancer. This man told his son that he had seen Heaven and it was beautiful. When my hubby told me this, I was determined to visit this man before he passed. A couple days later we visited him in hospice. His wife was there, mother-in-law, my hubby and myself. (So I had witnesses. ) I was at the bedside and slowly this friend woke up. He was so very weak. I asked him that I heard he had seen Heaven. He said, "Yes, and it is beautiful!" Then I asked him if he had seen Mikey? He said no. I said, "When you get to Heaven , will you please look for our son? He has awesome auburn hair, a great smile, and I know he will be wearing a baseball cap! This man looked at me straight in the eye and grabbed my hand and said,"Carol, when I see Mikey, I promise I will call you!" Everyone in the room heard him. I said, "I'll be waiting!" He then fell back to sleep. Not long after, this wonderful man passed over. We went to the funeral, the burial was after, followed by the luncheon. He was buried at the cemetary next to the cemetary where Mikey was buried. After the burial, my hubby and I decided to stop at Mikey's gravesite on our way back to the luncheon. As we drove this short distance, I said out loud, "Gerry, I am waiting for your call! You promised you would call me when you saw Mikey in Heaven!" We get to Mikey's gravesite, get out of the truck for no more than a few minutes. When we got back in the truck, my cell phone was lit up that I had just missed a call. The number on my phone was 506-222-22228. Too many numbers! My hubby says call it back! I call the number back and the message is, "this number is disconnected and out of service." I got a call from a number that was disconnected and out of service right after I asked Gerry to call me! I went crazy! I was thrilled beyond thrilled! We went to the luncheon and told his wife. I showed her my phone. She started to cry and said he called you just like he said! After, a friend googled this number. It did not exist! How awesome is that?! I know it was Gerry! This occurred a year before I met Sally Baldwin who told me I had my ability. It was solid confirmation that we live on! And I had witnesses! So yes, this does happen!
